FROM CUBA Dollar incentives not paid to maritime workers in Cuba 20583e

HAVANA, October 20 - Promised incentive pay in dollars has not been paid to dock workers in Havana for the last three months because dock operators, s say, they don't have convertible currency.

Last week, crane operators, stevedores, and other port personnel refused to continue working after their normal working hours, and demanded their back pay as well as a refreshment consisting of a ham sandwich and soft drink, which used to be provided to them and has been discontinued.

s called workers into the office and threatened to label them "not trustworthy," which would turn them into working non-persons in so far as the government is the only employer in Cuba.
