Handicapped seat ordered out of Havana

Handicapped seats have disappeared from
Havana buses, and no one can give a coherent
explanation for the Transportation ministry
measure ordering their removal.
The closest anyone can come is a widely-circulated
rumor that a high ministry official, some
say the minister himself, learned of a conductor
who would use the seat whenever there were
no handicapped s on board, and ordered
the man fired and the seats removed from
the fleet.
The removal left an indentation on the
floor of the buses, right at the entrance,
on which several engers have reportedly
tripped and fallen, prompting street wags
to proclaim: "It's plain to see whoever
ordered the seats removed never has to take
the bus himself."
